Virtual charter schools in Arizona are public schools. Legislation allowing for the creation of charter schools was passed in 1994 by the Arizona Legislature with the purpose of providing “a learning environment that will improve student achievement.” The Arizona State Board for Charter Schools is the primary regulatory authority for all charters schools in the state.
